Once you complete a course, the reporting that an admin manager or training manager sees will show as a completed attempt (or pass/fail if there is a quiz).
The overall progress shown on the course page is for your own personal benefit and lets you know how much of the supporting material you've interacted with.
If you'd like to have your progress show as 100% you can toggle these on by clicking the tick in the top right corner of the item. 
Please note that ticking these will not affect your overall score reported to your managers.
